Staff should not be on the phone in the classroom, even when not needed to meet staff:child ratio requirements.

Comments:
An unannounced complaint investigation regarding infant classroom equipment and classroom programming was conducted today. The Inspector completed staff interviews and physical plant observations today.

After careful review of all available information, this complaint was deemed valid.

Ongoing compliance with the Minimum Standards is the responsibility of the licensee.

Standard #: 22VAC40-185-270-A
Complaint related: No
Description: Based on observations, it was determined that one area of a classroom was not maintained in a safe condition.
Evidence:
In the Infant A classroom, the Inspector observed the emergency exit door partially blocked. Staff have placed two cribs across from each other in the corner of the classroom. The placement of these cribs has partially blocked the emergency exit door, leaving a limited amount of space at the door. There is no clear and open path large enough that a crib could be used to evacuate the classroom through this emergency exit. All children in this classroom are non-mobile.

Plan of Correction: Rearrange the location of cribs in the infant A classroom [sic.]

Description: Based on staff interviews, it was determined that the infants are not provided daily outdoor time depending on weather and air quality.
Evidence:
It was reported to the Inspector that the young infants do not go outside daily. Staff person D reported to the Inspector that these children go outside "very rarely."

Plan of Correction: We have ordered a new stroller and added outside time to the daily schedule [sic.]

Standard #: 22VAC40-185-430-B
Complaint related: Yes
Description: Based on observations and staff interviews, it was determined that one classroom does not use materials that are age and stage appropriate for the children in care.
Evidence:
It was reported to the Inspector that the crawling infants are permitted to crawl on the outdoor playground turf. The Inspector observed this area to be dirty with grass and leaves, and not protected from environmental elements. Because the children are crawling, the use of this outdoor area is neither age nor stage appropriate.

Plan of Correction: Order an outside play mat for the infants to crawl and roll on [sic.]
