Comments:
A Subsidy Health and Safety inspection was conducted on February 19, 2020 to review supplemental health and safety requirements. The on-site inspection was from 11:50 a.m. to 4:55 p.m. On this date, there were nine children present at the time of arrival and in the care of three staff members. There were 12 children enrolled in the center. Four staff members' records and five children's records were reviewed and observations were made in both classrooms. Four staff members and two children were interviewed. There was one medication and medication paperwork reviewed.

A licensing inspection was also conducted this date; the two inspections combined cover all subsidy health and safety requirements. Only subsidy requirements that are not covered in licensing standards are reviewed during this supplemental inspection. A violation was found during the supplemental subsidy health and safety inspection and is identified on the violation notice.

Violations:
Standard #: 22VAC40-665-650-E
Description: Based on review of the center's policies and confirmation from the director, the center failed to have a policy in place which will ensure that each group of children receives care by consistent staff or team of staff members.

Evidence:
1. There was no policy in place which ensures that consistent staff members will be caring for the children.
2. The director stated she forgot to write the policy after the last inspection.

Plan of Correction: As soon as possible, a policy regarding care by consistent staff will be written and included in the parent and staff handbooks.
