Comments:
An unannounced renewal inspection was conducted today, February 7, 2020 to determine the center's compliance with licensing standards. The inspection was initiated at 11:30 am and concluded at 3:30 pm. Upon the inspector arrival children were observed in a variety of activities. Toddlers watched a video while diapering and hand washing was being conducted in preparation for lunch. The two year old class were participating in a sing along video. Some children looked at books and worked puzzles. Observations were also conducted in three pre-school classrooms with children being observed playing with blocks and peg boards, coloring, completing worksheets and dot painting hearts. Later lunch and nap time were observed. Children provide their own lunch, which were labeled with names and today's date. All areas of the center were inspected. The center is equipped with age appropriate materials. Required postings included: license, most recent inspection notice, emergency numbers, evacuation map/procedures, and daily schedules. The first aid kit and non-medical emergency supplies were reviewed and found complete. The inspector interacted with staff and children in care.

Six staff records and five children's records were reviewed. An additional three children's records were reviewed as a follow-up.
Staff on site have current CPR, First Aid and daily health observation training. Medications are not being administered.
The most recent evacuation drill was on 01/16/2020. The two required shelter-in-place drills for 2019 were completed on 07/31/2019 and 08/29/2019. A lock down drill was documented on 12/06/2019.

Classroom #1: (toddler) 3 children with 1 staff.
Classroom #2: (2.5- 3 years) 8 children with 2 staff.
Classroom #3: (3 years) 4 children with 1 staff.
Classroom #4: (3-4 years) 8 children with 1 staff.
Classroom #5: (4-5 years) 3 children with 1 staff.

Violations:
Standard #: 22VAC40-185-280-B
Description: Based on observation and interview, the center did not ensure hazardous substances such as cleaning materials were kept in a locked place using a safe locking method that prevents access by children. If a key is used, the key shall not be accessible to the children.

Evidence:

1. The wall cabinet in the toddler classroom which contained cleaning materials had a child safety lock that was broken. The child safety latch was taped to the cabinet .
2. The wall cabinet in the preschool classroom which contained cleaning materials had a child safety lock that was broken. The child safety lock was taped to the cabinet.
3. The wall cabinet in the pre-k classroom which contained cleaning materials had a child safety lock that was broken. The child safety latch was taped to the cabinet.
4. A canister of disinfectant was observed unlocked, on the top of the refrigerator in the kitchenette area where children were present.
5. The director acknowledged the locks on the cabinets were broken and had been taped onto the cabinet.

Plan of Correction: Per the Director: I will purchase new locks for the cabinets and have them installed.
