Comments:
An unannounced monitoring inspection was conducted on Monday, February 24, 2020 to determine the center?s compliance with licensing standards and to follow up on previously cited violations. The inspector arrived at 10:05am and concluded the inspection at approximately 1:45pm. The census for today?s inspection consisted of 35 children in the direct care of 7 staff members. The center?s director and owner were present and assisted the inspector throughout the inspection. Upon the inspector?s arrival, the children were engaged in a variety of activities. The inspector observed and inspected each classroom and completed formal observations throughout. The children were observed during the various morning transitions, taking bathroom breaks, washing hands, and later preparing for lunch. The infants were observed playing, being fed, held, and sleeping. Diapering procedures were also observed in this classroom. All areas where the children receive care, inside and outside, were inspected. The required postings were observed and found to be in compliance. The center?s first aid kit and non-medical emergency supplies were inspected and found complete. Transportation is not provided and medication is not administered at this time. During the inspection, five children?s records and five staff?s records were reviewed.

Standard #: 22VAC40-185-280-B
Description: Based on observation at the center on 02/24/2020, the center did not ensure to keep hazardous substances such as cleaning materials in a locked place using a safe locking method that prevents access by children.

Evidence: 1) In the Threes Classroom, the Licensing Inspector observed a bottle of hand sanitizer by the teacher's desk; a can of disinfectant spray and one container of disinfectant wipes on a bookshelf by the bathroom used by the children; a can of disinfectant spray and a bottle of hand sanitizer on a shelf in the children's bathroom. 2) In the Toddlers Classroom, the Licensing Inspector observed a container of disinfecting wipes on a windowsill by the children's toys and a bottle of hand sanitizer on the changing table. Hazardous substances such as cleaning materials, insecticides, and pesticides shall be kept in a locked place using a safe locking method that prevents access by children. If a key is used, the key shall not be accessible to the children.

Evidence: 1) In the Toddler Classroom, the licensing inspector observed a surge protector power strip with two uncovered electrical outlets.
