A complaint investigation was initiated on 3/05/2020 in response to a complaint received by the Division of Licensing Programs on 02/07/2020. The investigation included observation, review of reports/documentation and staff interviews. The complainant alleged staff-to-children ratio in the classroom of two-year-old children.
A preponderance of evidence gathered through investigation did support the allegation. Investigation including review of attendance records and staff interviews determined that the allegation of inadequate staff for the number of children in care is valid. Additional violations not reported by the complainant were found during the investigation and are indicated on the violation notice. Please contact the inspector if there are any questions.

Standard #: 22VAC40-185-350-E-3 Complaint related: No Description: Based on staff interviews and attendance records, the center did not maintain required staff:child ratios of one staff member for every eight children in the two's classroom.
Evidence: During morning arrival between 8:15 am and 8:30 am, one staff member cared for 9 two-year-old children on approximately 12 occasions during the months of January and February. The staff operated over-ratio approximately 5 to 10 minutes for each occasion.Plan of Correction: The assistant in the 2's classroom hours have been changed to earlier hours to insure that the classroom is not out of ratio at any point at drop of time in the morning.
