22VAC40-185 STAFFING AND SUPERVISION.
The unannounced inspection conducted on March 6, 2020 was for the purpose of investigating complaint issues regarding behavior guidance, physical punishment and access to investigating center staff that were received on February 20, and 25, 2020. After completing staff interviews, and observations of the care of the children, it was determined that the complaint was not valid. Although there were not any complaint related violations, there was a violation regarding sight supervision that was not reported, but found. Thank you for your cooperation. Standard #: 22VAC40-185-340-F Complaint related: No Description: Based on observation during the afternoon nap time, and interviews with staff, there were times that children resting on cots were not within actual sight supervision of staff. Evidence: At 12:48 PM, the licensing inspector was standing at the entrance door of the center and observed three staff at the back near the bathroom door and kitchen/dining areas. There were six children laying on cots in the preschool class area with no staff within a line of sight. Then, staff member 1, returned to the preschool area, 4 returned to toddler/two's area and staff member 5 went to two year old room and then helped with infants. Staff confirmed they were briefly discussing some plans. While staff were attending to children inside each assigned age group area, there were not anymore staff in the central corridor, leaving eight children on cots lining the classroom partial walls, and without consistent sight supervision for approximately four to five minutes until staff member 2 returned to the center after she indicated she was gone for a center related errand. Plan of Correction: The staff will not leave children in their assigned classroom area unless an extra staff person is available to come into the area and provide sight supervision. The central corridor will be used for napping children as long as there is a staff member present to supervise for the total nap period. The administrator had a discussion with all of the staff about options and requirements for supervision.
