63.2(17) License & Registration Procedures

Technical Assistance:
The following areas of CDC standards were reviewed with the facility manager:

*USDA meal pattern guidelines
*Definition of "cleaned " and "sanitized"
*Requirements for emergency practice drills
*Standard 510.G.4 - prescription labels attached to prescribed medications

*Requirements for out-of-state CPS checks reviewed.

Comments:
This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.

A monitoring inspection was initiated on 05/28/2020 and concluded on 06/01/2020. The director was contacted by telephone to initiate the inspection. There were 31 children present and 5 staff. The inspector emailed the director a list of names required to complete the inspection. The inspector reviewed 3 children's records and 3 staff records submitted by the facility to ensure documentation was complete.

Information gathered during the inspection determined non-compliance with applicable standards or law and a violation was documented on the violation notice issued to the facility.

The licensing inspector has reviewed with the provider COVID-19 Essential Guidance for Child Care Programs.

Violations:
Standard #: 63.2(17)-1720.1-B-3
Description: Based on record review and interview, the center failed to obtain a copy of the results of a search of the central registry maintained pursuant to ? 63.2-1515 and any child abuse and neglect registry or equivalent registry maintained by any other state in which the individual has resided in the preceding five years for any founded complaint of child abuse or neglect against him.

Evidence:
1. The results of the central registry check from the State of South Carolina and the State of Tennessee were not available for staff 1.
a. Staff 1 has a hire date of 02/06/2020 and was working on the date of the inspection.
b. Staff 1 indicated on her sworn statement of affirmation that she had resided in South Carolina and Tennessee within the past five years.
2. Administrative staff confirmed that an out-of-state central registry check had not been requested for staff 1 from the State of South Carolina and the State of Tennessee.

Plan of Correction: *Obtained a background check from the State of Tennessee and South Carolina.

*Tennessee came back on 06/02/2020.

*South Carolina's was sent out on 06/03/2020, waiting to hear back.
