Technical Assistance:
One or more staff files were missing background check results during today's inspection. The licensee must show documentation to the licensing inspector that the central registry background checks has been sent out within 10 business days of the inspection.

Comments:
This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.

A monitoring inspection was initiated on 5/19/2020 and concluded on 6/2/2020. The person in-charge was contacted by telephone to initiate the inspection. There were no children present. The inspector emailed the person in-charge a list of items required to complete the inspection. The inspector reviewed two children's records and two staff records submitted by the facility to ensure documentation was complete. Several items were not available for review due to the public schools and CASA programs being closed and inaccessible.

The information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the facility.

The licensing inspector has reviewed with the provider COVID-19 Essential Guidance for Child Care programs.

Violations:
Standard #: 63.2(17)-1720.1-A
Description: Based on record review and interview, the licensee has not obtained a repeat central registry background check for each employee every five years.
Evidence: Staff #2's most recent central registry background check is dated 5/5/2015. There is no documentation of a repeat background check being completed. The licensee has confirmed that they did not realize the background check had expired.

Plan of Correction: We have been closed since 3/16/20. This staff is considered high risk with COVID-19 and does not report on the PRCS admin office. We were planning to renew background checks prior to reopening and working with children. Instead, we will take the form to her house with a notary to submit it tomorrow. We will ask any staff who are not considered high risk to come in to the office to update any expiring background checks during the COVID-19 pandemic.
