Technical Assistance:
We discussed the requirements for updating background checks. The risk assessment for a violation was provided.

Comments:
This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.

A monitoring inspection was initiated on June 11, 2020 and concluded on June 11, 2020. The director was contacted by video call to initiate the virtual inspection. There were twenty-eight (28) children present and ten (10) staff. The inspector emailed the director a list of items required to complete the inspection. The Inspector reviewed three children?s records and four staff records submitted by the facility to ensure documentation was complete.

Information gathered during the inspection determined non-compliance(s) with applicable standards or law and violations were documented on the violation notice issued to the facility.

The Licensing Inspector has reviewed with the director the COVID-19 Essential Guidance for Child Care programs.

Violations:
Standard #: 63.2(17)-1721.1-A
Description: Based on a review of staff records, and an interview with administrative staff, the center failed to obtain all required updated background checks. Evidence: The Virginia central registry finding completed for staff member 3, who has been involved in the day-to-day operations of the child day center, dated April 15, 2015 was not updated by five years. Administrative staff indicated a calendar reminder system for updating records has been used and this was not viewed during closure of the center April 6, 2020 to June 2020 during the COVID-19 pandemic.

Plan of Correction: After re-opening the center on June 1, 2020, staff member 3 completed the request form for the Virginia Central Registry search and mailed it to Richmond. A copy of the request form was shown to the licensing inspector. A copy of the updated background check will be sent to the licensing inspector when received. The director will make sure reminders on the calendar are scheduled in advance of due dates so that updated information for background checks are obtained by five years from the previous record.
