Technical Assistance:
The Licensing Inspector has reviewed with the provider COVID-19 Essential Guidance for Child Care programs.

Please refer to Phase III Guidelines in regards to social distancing and face masks.
"Groups of children may share the same physical space (e.g. classroom, gymnasium) so long as social distancing of six feet can be maintained and children do not mix between groups."

"Provide physical guides, such as tape on floors or sidewalks and signs on walls, to ensure that staff and children remain at least 6 feet apart in lines and at other times (e.g., guides for creating ?one way routes? in hallways)."

"Staff and children over the age of two should use cloth face coverings when physical distancing cannot be maintained, as is medically and developmentally appropriate. Face coverings are most essential in times when physical distancing is difficult."

Comments:
This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.

A monitoring inspection was initiated on 07/13/2020 and concluded on 07/14/2020. The director was contacted by telephone to initiate the inspection. There were 53 children present and 9 staff. The inspector emailed the director a list of items required to complete the inspection. The Inspector reviewed 4 children?s records and 2 staff records submitted by the facility to ensure documentation was complete. Information gathered during the inspection determined non-compliance(s) with applicable standards or law and violations were documented on the violation notice issued to the facility.

Violations:
Standard #: 22VAC40-185-270-A
Description: Based on observation the center did not ensure all areas and equipment of the center, inside and outside, were maintained in a safe condition.
Evidence:
The door frames throughout the building had patches of peeling paint.

Plan of Correction: The following corrective action was provided by the director during the exit interview:
Maintenance has already been notified and door frames are scheduled to be painted this week. The director will follow-up with maintenance.

Standard #: 22VAC40-185-500-A
Description: Based on observation, the center did not ensure all requirements were met when hand washing.
Evidence: A staff member was observed changing a child's diaper in the two year-old room. The staff member was not wearing a mask, per COVID-19 phase 3 guidelines. The director told the staff member to get her mask and placed her hand on the baby while the staff stepped away. The staff retrieved her mask and placed it on her face and resumed with the diaper change. The staff did not wash her hands.

Plan of Correction: The following plan of correction was provided by the Director during the exit interview:
The Director will retrain staff on wearing masks and how to properly put on and remove them, in addition to proper hand washing.
