63.2 Child Abuse & Neglect

Comments:
This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.

A monitoring inspection, was initiated on 7/17/2020 and concluded on 7/20/2020. A self-reported incident was received by the department regarding allegations in the areas of supervision. The director was contacted by telephone to conduct the investigation. The inspector emailed the director a list of documentation required to complete the investigation.
The evidence gathered during the investigation supported the self-report of non-compliance with standards or law and a violation was issued.

Violations:
Standard #: 22VAC40-185-340-A
Description: Based on interviews, the center did not ensure when staff are supervising children, they should always ensure their care, protection, and guidance.
Evidence:
The Governor?s Executive Order 63 requires face coverings for parents and visitors entering child day centers.
During interviews conducted on 7/17/2020, the following was revealed:
1. Center Representative #1 stated the following: a. Parents are not required to wear face masks. b. Parents enter the building and stand in the front foyer, which is about 6-7 feet from the door, when dropping off and picking up their children. c. Some parents enter the building without a face mask, but do not go any further than 6-7ft from the main entrance. d. The only exception are infant parents who are allowed to enter the classroom to drop off and pick up. e. The infant parents do not go very far into the classroom, and some parents wear a face mask while some parents do not.
2. Staff #1 stated the following: a. There are some parents who wear a mask and some parents who do not wear a mask. b. The infant parents are allowed to enter the infant classroom but they must stay near the front door. c. Infant parents also enter the classroom to put bottles in the refrigerator. The infant refrigerator is located next to the front door of the classroom.
3. Staff #3, staff #4, staff #5 and staff #6 all stated the following: a. Parents are allowed to enter the building. Some parents do not wear a mask while other parents choose to wear a mask. b. Parents who choose to enter the building only stay in the front near the entrance and do not walk throughout the building.

Plan of Correction: The parent's were coming into our second door which was 6 ft. from the front door. We were escorting the children to and from their classrooms.
