This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.
An announced virtual initial licensing inspection was conducted today, August 20, 2020. The inspection was from 1:00 p.m. to approximately 4:00 p.m. The facility and the outdoor play areas were toured virtually on this date. Measurements had been taken previously for the entire facility. The records for the Owner and the Program Director were reviewed. Policies and procedures were reviewed for compliance, along with applicable licensing standards. Some items observed, reviewed, and discussed during the visit included: parent sign-procedures, changes in procedures due to the COVID State of Emergency, classroom set-ups, classroom equipment, toys and learning tools, diapering procedures, sample menu, first-aid kit, emergency supplies, napping equipment and linen care, cribs, the playground, and required posted information. Compliance could not be determined for certain standards. The exception to compliance was noted on the Violation Notice.
A recommendation will be made for the issuance of a Conditional Child Day Center license with a capacity of 42 children.

Standard #: 22VAC40-185-540-C Description: Based on virtual observation and verification from the owner, there was not a complete first aid kit on-site.
Evidence:
1. There was not a thermometer or a second triangular bandage available at the center.
2. The owner verified that the first aid kit was missing these two items.Plan of Correction: The owner had purchased a thermometer for the center but had forgotten to bring it to the center. She will obtain a second triangular bandage and bring in the thermometer as soon as possible.
