This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.
A renewal inspection was initiated on August 10, 2020 and concluded on August 17, 2020. The director person was contacted by telephone to initiate the inspection. There were 28 children present and 9 staff. The inspector emailed the director a list of items required to complete the inspection. The Inspector reviewed 3 children's records and 3 staff records submitted by the facility to ensure documentation was complete.
Information gathered during the inspection determined non-compliance(s) with applicable standards or law and violations were documented on the violation notice issued to the facility.
The Licensing Inspector has reviewed with the provider COVID-19 Essential Guidance for Child Care programs.

Standard #: 22VAC40-191-40-D-1-A Description: Based on record review and interview, the center failed to ensure that a new person designated as applicant had a completed background check before the end of 30 days of becoming a Board officer (applicant).
Evidence:
1. Per the interview with the Program Director, Board officer #4 began his/her service as a board member on January 1, 2020 and did not have any of the three forms completed that comprise a background check (sworn statement, central registry searches, and the criminal records checks) until at least July of 2020.Plan of Correction: Not available online. Standard #: 22VAC40-191-60-C-2 Description: Based on record review, the center failed to ensure that there was a complete DSS search of the central registry as a part of the background check requirements within 30 days of employment.
Evidence:
1. Staff #3 had a documented date of hire, 11/14/2019. The date documented for his/her DSS search of the central registry was 12/18/2019.Plan of Correction: Not available online. Contact Inspector for more information.
