Comments:
This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.
A subsidy health and safety inspection was initiated on 8/19/20 and concluded on 8/21/20. The director was contacted by telephone to initiate the inspection. There were 38 children present with 9 staff. A licensing inspection was conducted on the same date as the SHSI supplemental inspection. Both inspections combined cover subsidy health and safety regulations. Only subsidy regulations that are not covered in licensing standards are reviewed during this supplemental inspection.
Information gathered during the inspection determined non-compliance with subsidy regulations and violations were documented on the violation notice issued to the facility.
The Licensing Inspector has reviewed with the provider COVID-19 Essential Guidance for Child Care programs.

Violations:
Standard #: 22VAC40-665-520-B
Description: Based on interview, the center failed to ensure two children's records contained all required information.

Evidence:

1. The administrator stated child 3 and child 4 (siblings) are allergic to peanuts. The administrator was asked to provide a written allergy care plan for each child with a diagnosed food allergy, to include instructions from a physician regarding the food to which the child is allergic and steps to be taken in the event of a suspected or confirmed allergic reaction.
2. The administrator provided a statement from the parent stating the children have a nut allergy and the center was to call them and 911. A written statement from the administrator stating the parent has been working with the doctor but due to COVID the plan had been delayed and an appointment was scheduled for 8/21/20. The administer stated the parent provided the written plan upon enrollment. The child 3 and child 4 have been at the center since 6/1/20.

Plan of Correction: Child 3 and child 4 went to the physician on 8/21/20 and the physician will be providing an allergy care plan that will be put in the children's records and all staff that work with the children will be trained on the plan.
