Comments:
This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.

A complaint inspection was initiated on July 22.2020 and concluded on July 27,2020. A complaint was received by the department regarding allegations in the program area. The director was contacted by telephone to conduct the investigation. Interviews were conducted on July 22, 2020 and July 27, 2020. The inspector emailed the director a list of documentation required to complete the investigation.

The evidence gathered during the investigation supported the allegation of non-compliance with standards or law and a violation was issued.

Please complete the plan of correction and date to be corrected sections for each violation cited on the violation notice and return it to me within 5 business days from today. You will need to specify how the deficient practice will be or has been corrected. Just writing the word "corrected" is not acceptable. Your plan of correction must contain: 1) steps to correct the noncompliance with the standard(s): 2) measures to prevent the noncompliance from occurring again; and 3) person(s) responsible for implementing each step and/or monitoring any preventive measure(s).

Description: Based on interviews and policy review, center did not ensure that staff use consistency in applying expectations during interactions with children in care.

Evidence: 1. Staff members confirmed that Child #1 was allowed to use a cell phone that had been brought from home. The child was permitted to watch videos and take pictures of classmates on several dates, but on June 18, 2020, a staff member intervened before additional pictures could be taken. 2. On page 9 of the parent handbook there is a policy stating that no personal belongings or toys are permitted. 3. When a parent asked why the cell phone was returned to him, the response was that they had to because of who the child was. 4. Staff members reported exceptions are made for Child #1 because the child is related to the center owner.

Plan of Correction: I would like it on record that we continuously train our staff on requirements/actions/conversations needed in order to maintain better behavior in classrooms. Ms. Tina and/or I address behaviors as soon as we are aware of situations. If the behavior is such that the parents need to be informed or a meeting is needed we follow through. We review different techniques with staff that may help correct behaviors and calm the child/children. As I?m sure you are aware children?s behaviors seem to be more intensified because of environment and all the confusion some have in their life. We also are finding more and more children that are overactive. Caring for our children has changed drastically through the years and the challenges that come with that are many.
