Technical Assistance:
1. Reviewed current COVID-19 health and safety guidance, and the additional safety measures being implemented by the center.
2. Discussed the center's intent to operate outside through the winter months, and safety measures that should be discussed with the fire marshal's to ensure heating of tents is done in a safe and compliant manner. Regulations require activity space occupied by children to be maintained between 68-80 degrees.

Comments:
This inspection was conducted by staff using an alternative remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia. An on-site inspection of the center was not conducted at this time however, a portion of the inspection included a virtual component which allowed the inspector to observe the center and outdoor classroom spaces and playground.

A renewal inspection was initiated on 9/29/20 and concluded on 10/5/20. The center was contacted by phone to initiate the inspection. There were 7 children + 4 direct-care staff present at the time of the call and virtual inspection. Ratios and supervision were in compliance. The inspector emailed the director a list of items required to complete the inspection. The inspector reviewed 2 child records, 1 staff record, and 6 board member records submitted to ensure documentation was complete. Information gathered during the inspection determined non-compliances with applicable standards or laws, and violations were documented on the violation notice issued to the center. Standard #: 22VAC40-185-60-A
Description: Based on records reviewed, it was determined that 2 of 2 children's records did not include required information.

Evidence:

1. Child #1 - There was no address documented for 1 of 2 emergency contacts.

2. Child #2 - There was no address documented for 2 of 2 emergency contacts.

Plan of Correction: Required information will be written on enrollment forms.

Standard #: 22VAC40-191-40-D-1-A
Description: Based on records reviewed, it was determined that 2 of 6 board members records do not include a completed Virginia Central Registry Check (CPS) within the first 30-days of their placement on the preschool board. Evidence: There is no documentation that board members #3 and #6 have completed Virginia CPS checks within the first 30-days of their appointment to the preschool board. Their positions on the board began approximately July 2019.

Plan of Correction: Required background checks will be submitted to the appropriate State agency within the next 10-days, and documentation of such submissions will be sent to the inspector for verification.

Moving forward, background checks will be completed within required timeframes as dictated by the Code of VA.

Standard #: 63.2(17)-1721.1-A
Description: Based on records reviewed, it was determined that 1 of 1 staff records did not include a Virginia CPS completed within the last 5 years. Evidence: The CPS check for Staff #1 was dated 9/2/15.

Plan of Correction: Required background checks will be submitted to the appropriate State agency within the next 10-days, and documentation of such submissions will be sent to the inspector for verification.

Moving forward, background checks will be completed within required timeframes as dictated by the Code of VA.

Standard #: 63.2(17)-1721.1-B-3
Description: Based on records reviewed, it was determined that the record for 1 of 6 board members did not include a completed out-of-state CPS checks in the first 30-days of being appointed to the board position. Evidence: There was no documentation that board member #3 has a completed 2 of 2 out-of-state CPS checks. Their positions on the board began approximately July 2019.

Plan of Correction: Required background checks will be submitted to the appropriate State agency within the next 10-days, and documentation of such submissions will be sent to the inspector for verification.

Moving forward, background checks will be completed within required timeframes as dictated by the Code of VA.
