Technical Assistance:
Technical Assistance was offered regarding ratios, background checks and playground monitoring.

Comments:
This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.
An unannounced non-mandated monitoring inspection was initiated and concluded on 10/15/20. The director was contacted by telephone to initiate the inspection. There were 39 children present and 10 staff. The inspector emailed the director a list of items required to complete the inspection. The Inspector reviewed 3 children?s records and 3 staff records submitted by the facility to ensure documentation was complete. A virtual inspection was also conducted to assess the activities of the center. Information gathered during the inspection determined non-compliance(s) with applicable standards or law and violations were documented on the violation notice issued to the facility. The Licensing Inspector has reviewed with the provider COVID-19 Essential Guidance for Child Care programs. Violations:
Standard #: 22VAC40-185-350-E-2
Description: Based on observation, the center did not maintain the one staff to every five children ratio for children 16 months old to two years.
Evidence:
1. During a virtual monitoring inspection on 10/15/20 at approximately 2:23 pm, it was observed that the toddler room (ages 16 months to 2 years) had 6 children and 1 staff member.
2. It was observed that 6 children were fully awake and up from their rest mats, the classroom lights had been turned on and Staff # 1 was by herself.

Plan of Correction: The owner stated that another staff member was returning from her break and was going to join the classroom. Staff will be retrained to keep children on rest mats until there is enough staff present to meet the ratio requirements.
