Comments:
This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.

A renewal inspection was initiated on 10/07/2020 and concluded on 10/09/2020. The director was contacted by telephone to initiate the inspection. There were 127 children present and 22 staff. The inspector emailed the director a list of items required to complete the inspection. The Inspector reviewed 5 children?s records and 6 staff records submitted by the facility to ensure documentation was complete.

Information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the facility.

The Licensing Inspector has reviewed with the provider COVID-19 Essential Guidance for Child Care programs.

Violations:
Standard #: 22VAC40-185-340-F
Description: Based on interview and observation of the infant room it was determined that children under the age of 10 years were not always within sight and sound supervision of staff. Evidence: Child A (d.o.b. 03/12/2020), child B (d.o.b. 05/20/2020) and child C (d.o.b. 09/10/2020) were observed sleeping in designated nap rooms without the supervision of a staff member physically in the room. Staff were using windows and baby monitors to supervise sleeping infants in the nap rooms without physically being in the classroom to supervise the children.

Plan of Correction: HCA has a state-of-the-art Nursery that uses monitors to enhance our care practices. Every child is within sight and sound when in the safe, dimly lit, monitored, and quiet sleeping room. We will be appealing this violation.
