Technical Assistance:
The Licensing Inspector has reviewed with the provider COVID-19 Essential Guidance for Child Care programs.

Comments:
This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia. A monitoring inspection was initiated on 10/23/20 and concluded on 10/29/20. The director was contacted by telephone to initiate the inspection. There were 20 children present and 3 staff. The inspector emailed the director na list of items required to complete the inspection. The Inspector reviewed 2 children?s records and 2 staff records submitted by the facility to ensure documentation was complete. Information gathered during the inspection determined non-compliance(s) with applicable standards or law and violations were documented on the violation notice issued to the facility.

Description: Based on observation the center di dnot ensure each restroom area met all requirements.
Evidence:
One of the toilet stalls in childre's bathroom did not have toilet paper.

Plan of Correction: The following corrective action was provided by the director during the exit interview:
The toilet paper will be refilled after the inspection.

Standard #: 22VAC40-185-340-F
Description: Based on observation, a record review and interviews, the center did not ensure children under the age of 10 years-old were in sight and sound supervision.

A. The virtual tour portion of the inspection was intiated around or about 1:50pm and began virtually, around or about 2:00pm. When entering the pre-k room around or about 2:15pm, there was not a staff member in the room, where 5 children under 10 years-old were observed sleeping. The program director confirmed the center had been short-staffed, therefore, she had assumed the responsibility of supervising the children in the pre-k room until additional staff could be hired. The program director also confirmed she left the pre-k room with 5 children under the age of 10 years-old unsupervisied at around or about 1:50pm until 2:15pm when the 5 children were observed napping without a staff member present.

B. Around or about 2:15pm 4 children under the age of 10 years-old were observed napping in the waddler room, without a staff member in the room. The Director stated staff #3 had left the room to change a diaper, leaving the 4 other children unsupervised.

C. Staff sign-in and out sheets confirmed there were only 3 staff members (Staff #1, #2 & #3) responsible for supervising children at the time of the virtual tour. The program director confirmed the sign-in and out times during the inspection.

Plan of Correction: The following plan of correction was provided by the program director during the exit interview:
The center has been short-staffed and are looking for staff. In the meantime the office manager will be asked to help to ensure all children are being supervised. A plan will be developed and submitted to the inspector to ensure children are not left unsupervised.
