This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.
A complaint inspection was initiated on October 16, 2020 and concluded on October 20, 2020. A complaint incident was received by the department regarding allegations in the area forbidden action: rough handling. The provider was contacted by telephone to conduct the investigation. The inspector emailed the provider a list of documentation required to complete the investigation.
The evidence gathered during the investigation supported the allegation of non-compliance with standards or law and violations were issued. Any violations not related to the complaint but identified during the course of the investigation can be found on the violation notice.

Standard #: 22VAC40-185-410-1 Complaint related: No Description: Based on a review of documentation and staff interviews, it was determined that a staff member engaged in a forbidden action when they roughly handled a child in care.
Evidence:
1. On September 23, 2020, Staff #1 pulled Child #1, age 5 years, by the arm and grabbed a pencil out of her hand to attempt to move child #1 away from another child.
2. Staff #1 stated "didn't realize I was being aggressive but it may have appeared aggressive".Plan of Correction: Not available online. Contact Inspector for more information.
