The Licensing Inspector has reviewed with the Director COVID-19 Essential Guidance for Child Care programs. Further discussion of Senate Bill 668 and the new requirements for out-of-state staff and board officers.

This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.
A renewal inspection was initiated and concluded on 12/09/2020. The director was contacted by telephone to initiate the inspection. There were (44) children present and (9) classroom staff, in (7) groups. The inspector emailed the director a list of items required to complete the inspection. The Inspector reviewed (3) children?s records, (3) staff records, and (3) board officer files submitted by the facility to ensure documentation was complete.
Information gathered during the inspection determined (2) non-compliances with applicable standards or law and were documented on the violation notice issued to the facility.

Standard #: 22VAC40-191-40-D-1-C Description: Based on review and interview, 1 of 3 Board Officer (BO) files indicated that it has been more than five years since the dates of the last Sworn Statement or Affirmation (SDS), most recent central registry finding (CPS), and most recent criminal history record check (CRC) report.
Evidence -
1. On the date of inspection (12/09/2020) the following documentation was observed for BO #3: SDS (dated - 09/25/2012), CPS (from Virginia, dated - 11/07/2012), and a CRC (dated - 10/05/2012). The CRC was noted on the previous accepted documentation. Now a finger print check (FPC) is required from Virginia in place of the CRC.
2. The Director stated (during an interview conducted on the date of inspection) that no updated documentation had yet to be obtained.Plan of Correction: An updated Business Entity page shall be submitted removing Board Officer #3 until such time that these background checks are obtained.
