63.2(17) License & Registration Procedures

Comments:
This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia. A monitoring inspection was initiated on December 10, 2020 and concluded on December 14, 2020. The facility's supervisor was contacted by telephone to initiate the inspection. There were 24 children in care. The inspector emailed the provider a list of items required to complete the inspection. The inspector reviewed three children's records and three staff records submitted by the facility to ensure documentation was complete. Information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the facility. The Licensing Inspector has reviewed with the provider COVID-19 Essential Guidance for Child Care programs.

Violations:
Standard #: 63.2(17)-1720.1-B-2
Description: Based on record review, in one of three staff records reviewed, the licensee did not ensure that staff must have fingerprint results prior to being employed.

Evidence: The supervisor confirmed that the hire date for Staff #1 was 8/17/2020 and the fingerprint results letter was dated 9/3/2020. Additionally, the staff member completed orientation on 8/17/2020 which is also before the fingerprint results were obtained.

Plan of Correction: Youth Programs (YP) did not receive initial results when the applicant was interviewed. After the employee's start date, the employee was sent back. YP will ensure that all employees OBI checks are completed prior to assigning work on the floor.
