This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia. A complaint inspection was initiated on 11/30/20 and concluded on 12/18/20. A complain was received by the department on 11/17/20 regarding allegations in the areas of care of the children and COVID procedures. The assistant director was contacted by telephone to conduct the investigation. The inspector completed and video inspection and reviewed documentation submitted by the facility. The evidence gathered during the investigation supported the allegation of non-compliance with standards or law and violations were issued. Standard #: 22VAC40-185-340-A Complaint related: No Description: Based on observation and interviews, it was determined that the provider did not ensure that when staff are supervising children, they shall always ensure their care since the facility was not in compliance with the Governor?s Special Order 63 which states ?all children ages five and older are required to wear face coverings while indoors at child care programs.
Evidence:
1 During a video inspection on 11/30/20, the licensing inspector observed multiple children not wearing a mask.
2. When staff #2 was asked if any of the children were five years old, she responded "yes".
3. Staff #2 confirmed that since the children that were not wearing masks were at least five years old, they were not complying with the governor's mask mandate.Plan of Correction: The facility responded: Prior to the inspection, administration had already began to implement the mask ordinance. Since the inspection, the school has strictly enforced the mask ordinance and purchased temporary mask in bulk to ensure every student has a mask.
