Technical Assistance:
1. Reviewed COVID-19 health + safety guidance, and discussed additional safety precautions the center is implementing.

Comments:
This inspection was conducted by licensing staff using an alternative remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia. An on-site inspection of the center was not conducted at this time however, a portion of the inspection included a virtual component which allowed the inspector to observe the facility.

A unannounced monitoring inspection was initiated on 12/15/20 and concluded on 12/17/20. The director was contacted by phone to initiate the inspection. There were 68 children + 15 staff present. Ratios were in compliance. The center appeared to be well supplied with adaptions to programs to ensure safety and health daily. The inspector emailed the director a list of documents required to complete the inspection. The inspector reviewed 2 child records + 2 staff records to ensure documentation was complete. Information gathered during the inspection determined non-compliances with applicable standards or laws, and violations were documented on the violation notice issued. Violations:
Standard #: 22VAC40-185-280-B
Description: Based on observations made, it was determined that hazardous substances were not kept in a locked place using a safe locking method that prevents access by children when not in use.

Evidence:

1. A bleach + water spray solution was observed in a open bin of cleaning supplies sitting in a classroom adjacent to the kitchen area. The bin was within reach of children.

2. A bleach + water spray solution was observed in a upper level cabinet in the diaper changing areas, that was not locked at the time of inspection.

Plan of Correction: Hazardous substances, such as cleaning supplies, will be kept locked when not in use. [Inspector statement]

Due to COVID-19 The Virginia Department of Health recommended that additional sanitization areas be implemented throughout the school. The bin adjacent to the kitchen with hand sanitizer and a bleach and water solution was per that recommendation. During the inspection from The Virginia Department of Social Services, the bin's location was cited as a violation. It was agreed that the storage container could be stored in a more inconspicuous location. Violation corrected 12/15/20 [Licensee plan of correction]
