Comments:
This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.
A monitoring inspection was initiated on 12/18/20 and concluded on 12/21/20 . The director was contacted by telephone to initiate the inspection. There were 14 children present and five staff. The inspector emailed the director a list of items required to complete the inspection. The Inspector reviewed two children?s records and two staff records submitted by the facility to ensure documentation was complete.
Information gathered during the inspection determined non-compliance(s) with applicable standards or law and violations were documented on the violation notice issued to the facility..
The Licensing Inspector has reviewed with the provider COVID-19 Essential Guidance for Child Care programs.

Violations:
Standard #: 22VAC40-185-340-A
Description: Based on observation, it was determined that the facility did not ensure the care and protection of children.

Evidence:
1. The Governor?s Special Order 63 which states ?All individuals in the Commonwealth aged five and over shall, when entering, exiting, traveling through, and spending time inside the settings listed below, cover their mouth and nose with a face covering, as described and recommended by the CDC:? Additionally, the Virginia Department of Labor and Industry temporary standard requires staff in child care settings to wear cloth face coverings.

2. During the inspection on December 18th, 2020 which was initiated at 10:00 AM:
a. There were five children over the age of five in care who were observed not wearing any face coverings.
b. All five staff on duty with the children were observed not wearing face coverings.
c. Program director stated that they are not being required to wear face coverings.

Plan of Correction: Facility will review documents and ensure that they are in compliance with all Special Orders and Regulations.
