Comments:
This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.

A monitoring inspection was completed on January 11, 2021. The provider was contacted by telephone (video call) to initiate the inspection. There were 57 children present and in the care of ten staff members. The inspector was able to view all required documentation. A virtual tour of the children in care was conducted. Five staff records and four children's records were reviewed. Two medications were reviewed. Information gathered during the inspection determined non-compliance with applicable standards or law and the violations were documented on the violation notice issued to the facility.

The Licensing Inspector reviewed with the provider COVID-19 Essential Guidance for Child Care programs.

Violations:
Standard #: 63.2(17)-1720.1-A
Description: Based on the review of five staff records and verification from the director, the center failed to obtain an updated background check within five years of the current one for one staff member.

Evidence:
1. The record for Staff Member #4 contained an updated Search of the Virginia Central Registry dated 02/05/2020. This was obtained over five years from the date the original check which had been obtained on 12/22/2014. Date of hire was 12/08/2014.
2. The director confirmed that the updated Search of the Central Registry for Staff Member #4 was obtained late.

Plan of Correction: From now on, the director will ensure that all updated background checks are obtained within five years of the current check.

Standard #: 63.2(17)-1720.1-B-4
Description: Based on the review of five staff records and confirmation from the director, the center failed to obtain an out-of-state background check for one staff member.

Evidence:
1. The record for Staff Member #5 did not contain a search of the Sex Offender Registry for the state in which the staff member resided before moving to Virginia in 2017. The date of hire for Staff Member #5 was 09/13/2017.
2. The director confirmed that the out-of-state sex offender search had not been completed for Staff Member #5.

Plan of Correction: The director obtained the results of the out-of-state sex offender search the day after the inspection was completed. In the future, she will obtain the out-of-state searches immediately upon hire.
