This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.
A complaint inspection was conducted on 02/10/2021. A complaint was received by the department on 02/23/2021 regarding one allegation in the area Programs. The director was contacted by telephone to initiate the investigation. Four staff members were interviewed virtually and two staff member were interviewed over the phone.
The evidence gathered during the investigation supported the allegation and the complaint was determined to be valid. One violation was issued.

Standard #: 22VAC40-185-410-1 Complaint related: No Description: Based on six staff interviews, verification from one staff member, and written documentation, one staff member smacked a child on the hand.
Evidence:
1. Staff Member #1 stated that she remembered "tapping" Child A on the hand because she was pinching another child. She stated that she told Child A, "No thank you. I don't like that."
2. Staff Member #2 reported that on February 16, 2021, she saw Staff Member #1 smack Child A on the hand and Staff Member #1 told the child, "You don't pinch your friends." Staff Member #2 stated that Child A rubbed her hand and came over to Staff Member #2 and held up her arms for Staff Member #2 to pick her up.
3. Staff Member #1 received a written "Notice of First Warning" write-up from a manager, Staff Member #5, which stated that another employee witnessed Staff Member #1 smack a child's hand because the child pinched another child. The corrective action plan was for Staff Member #1 to complete a training on March 26, 2021 titled "The Impact of Maltreatment on Relationship Skills and Bonding." Staff Member #1 signed the write-up on February 26, 2021.Plan of Correction: Employee was verbally counseled with notice of first warning and was required to complete training CCEI 112D On abuse and neglect- the impact of maltreatment on relationships skills and bonding.
