Comments:
This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.

A renewal inspection was initiated on March 11, 2021 and concluded on March 11, 2021. The head of school was contacted by video call to initiate the virtual inspection. I observed the remaining preschool children of up to seventeen children who were supervised by two to four staff. No preschool children remained for after school care this date. There were two school age children present after school with one staff. The inspector emailed the head of school a list of items required to complete the inspection. The inspector reviewed two children?s records and three staff records submitted by the facility to ensure documentation was complete.

Information gathered during the inspection determined there were non-compliances with applicable standards or law and a violation was documented on the violation notice issued to the facility.

The Licensing Inspector has reviewed with the provider COVID-19 Essential Guidance for Child Care programs.

Violations:
Standard #: 22VAC40-185-550-D
Description: Based on a review of the emergency drill records, and an interview with administrative staff, the school failed to implement all monthly evacuation practice drills. Evidence: The record for emergency drills documented in September 2021 through the present month were viewed. The place to document the February evacuation practice was blank. Administrative staff indicated there was snow and ice the date of the planned monthly practice and no drill was conducted in February.

Plan of Correction: The Head of School will make sure that plans for an evacuation drill are rescheduled within the month whenever inclement weather conditions affect the planned evacuation drill. If school is in session on the date of the planned drill, and there is ice and snow covering the outside area, a practice will be conducted to the exit doorway with an explanation of the usual meeting area outside.

Standard #: 63.2(17)-1721.1-B-4
Description: Based on a review of the background checks for staff and business entity representatives, and an interview with administrative staff, the school failed to obtain all required out-of-state background checks for individuals who resided outside of Virginia in the past five years. Evidence: BE1, an agent of the business entity since 2016, had lived in a different state within five years of new state legislation that went into effect July 1, 2020. The finding from a 2020 request for a sex offender registry search and a criminal history name search from the state resided in until 2016 were not with the records viewed. The administrator indicated that it was assumed that the use of a company to conduct background checks in 2016 would meet the requirement for 2020.

Plan of Correction: The Head of School will follow the directions provided in a 2020 memo to request and obtain the required sex offender registry finding and the criminal history name search from the state that was resided in. Verification of the requests will be sent to the licensing inspector. Also, the background check findings will be shared with the licensing inspector when received.
