63.2(17) License & Registration Procedures

Technical Assistance:
All child care programs must continue measures to keep children physically distanced and with consistent caregivers, use face coverings, monitor children and staff for symptoms, and maintain ongoing compliance with the Virginia Department of Health (VDH) and Centers for Disease Control and Prevention (CDC) health and safety recommendations. All programs are required to notify VDH and the licensing inspector and follow all recommendations if there is a confirmation of a positive case of COVID-19.

Pursuant to the Governor's Executive Order 63, all children ages five and older are required to wear face coverings while indoors at child care programs. While not required, children ages two through four are strongly encouraged to wear face coverings while indoors, especially if children are in close contact. This is a best practice that will decrease the risk of COVID-19 transmission when children and caregivers are in close proximity.

Comments:
This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.

A monitoring inspection was conducted on 03/24/2021 with an exit interview on 3/25/2021. The owner/director was contacted by telephone and a virtual inspection was conducted. There were 40 children present, ages 19 months - five years of age, with eight staff supervising. The Inspector reviewed three children's records, three staff records, the emergency drill log, medication, meals and snacks, naptime, enhanced cleaning and sanitizing of toys and surfaces, and daily indoor and outdoor activities. The information gathered during the inspection determined non-compliance with one standard that is documented on the violation notice issued to the facility.

Standard #: 63.2(17)-1720.1-B-2
Description: Based on review of three staff records, it was determined that not all staff had an Office of Background Investigations (OBI) fingerprinting-based criminal history record check prior to their first day of employment. Evidence: the record for staff #1 (date of hire: 3/8/2021) had an OBI determination letter dated: 3/16/2021; the record for staff #2 (date of hire: 11/16/2021 had an OBI determination letter dated: 11/18/2020; and the record for staff #3 (date of hire: 2/23/2021) had an OBI determination letter dated: 2/26/2021.

Plan of Correction: Going forward will ensure that fingerprints are done before staff are hired.
