63.2(17) License & Registration Procedures

Technical Assistance:
Provided documentation regarding out of state background check requirements.

TB tests or screening should be repeated every 2 years. Due to the state of emergency, leniency is provided but any out of date TB tests should be updated as soon as possible.

Comments:
This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.

An unannounced renewal inspection was initiated on March 4, 2021 and concluded on March 11, 2021. The head of school was contacted by telephone to initiate the inspection at 10:15 a.m.. A virtual inspection was then conducted. There were eight children present, ages four years to six years of age under the care and supervision of 2 staff. Children were observed completing an activity about Austraila. Child care areas and materials were observed.The inspector emailed the head of school a list of items required to complete the inspection. The Inspector reviewed four children?s records and three staff records submitted by the facility to ensure documentation was complete. Emergency drills were reviewed.

Information gathered during the inspection determined non-compliances with applicable standards or law and violations were documented on the violation notice issued to the facility.

The Licensing Inspector has reviewed with the provider COVID-19 Essential Guidance for Child Care programs.

Violations:
Standard #: 22VAC40-185-260-B
Description: Based on review of documentation, the center did not obtain documentation of an annual health inspeciton as required. Evidence: The most recent health inspection was dated 11/1/2019.

Plan of Correction: Belle Meade Montessori School will conduct an annual health inspection. As such, Belle Meade has had a health inspection since learning of this annual requirement. We submitted our current inspection to our Licensing Inspector. Recent inspection was completed immediately upon learning of this violation

Standard #: 22VAC40-185-550-E
Description: Based on review of documentation, it was determined that the center did not have documentation of at least two shelter in place drills per license year as reaquired. Evidence: There was no documentation of shelter in place provided during the inspection.

Plan of Correction: Belle Meade Montessori School will continue to conduct and document shelter in place drills as required and submit the drill sheets upon request to uor Licensing Inspector.

Standard #: 63.2(17)-1720.1-B-2
Description: Based on review of documentation, it was determined that the center did not obtain documentation of criminal history record by the first day of employment. Evidence: Staff #2, start date 8/15/2020, National Fingerprint Check was dated 9/28/2020.

Plan of Correction: Upon employment Belle Meade Montessori School will run and have completed background checks for new employees prior to the start of employment and will be in compliance of regulations for both in Virginia and out of state when required if the employee resided out of state in tehe last five years to include Criminal History, National Fingerprint, Sex Offender Registry, Central Registry and any other background requirements. The background checks for Staff 2 have been submitted to South Carolina and Georgia and will be turned in to our Licensing Inpector upon receipt of the background checks.

Description: Based on review of documentation and interview, it was determined that the center did not request out of state central registry background checks within 30 days of employment for staff that resided outside of Virginia in the last 5 years and out of state criminal history and sex offender registry checks. Evidence: Staff #2, hired 8/15/2020, indidicated out of state residence in the last five years in Georgia and South Carolina on the Sworn Statement and did not have documentation of a child protective services background check and out of state sex offender registry check request for either state nor an out of state criminal history check for South Carolina as required.

Plan of Correction: Upon employment Belle Meade Montessori School will run and have completed background checks for new employees prior to the start of employment and will be in compliance of regulations for both in Virginia and out of state when required if the employee resided out of state in tehe last five years to include Criminal History, National Fingerprint, Sex Offender Registry, Central Registry and any other background requirements. The background checks for Staff 2 have been submitted to South Carolina and Georgia and will be turned in to our Licensing Inpector upon receipt of the background checks.
