Comments:
This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.

A complaint inspection was initiated on April 21, 2021 and concluded on April 30, 2021. A complaint was received by the department regarding allegations in the areas of staffing and supervision. The director was contacted by telephone to conduct the investigation. A virtual inspection was conducted on April 21, 2021. The inspector emailed the director a list of documentation required to complete the investigation.

The evidence gathered during the investigation supported the allegation of non-compliance with standards or law and violations were issued. The complaint regarding care, protection and guidance and supervision: staff to children ratios was determined to be valid.

Description: Based on observation, documentation and interviews, it was determined that the center did not ensure the care, protection, and guidance of children in care. Evidence: The center failed to adhere to the health and safety guidelines established due to the COVID-19 pandemic of maintaining the same groups of children day-to-day and not combining classrooms. Interviews revealed that classrooms were combined in the afternoons due to staffing issues or when the census was low. Staff interviews and documentation revealed there were several instances between April 12-April 21 when three classes: school age, junior kindergarten and preschool were all combined in the afternoon. Observation on April 21, 2021 at approximately 2:45 p.m. there were 2 classes combined: Junior Kindergarten and Preschool (3-4 year olds).

Plan of Correction: To maintain social distancing between groups we will mark separte 6 feet of space with tape and/or cones.

Description: Based on observation, documentation and interview with staff, the established ratio for children ages three years old to five years old of one staff for every 10 children was not followed. Evidence: Staff interviews and documentation revealed that several times between April 12-April 21, staff ratios were not followed and one staff was alone with 11-18 children ages 3 years through school age. On April 21, 2021, 17 children ages 3-5 years were observed with one staff.

Plan of Correction: We have hired one staff and increased hours of other staff so that required ratios are maintained
