Comments:
This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.

A monitoring inspection was initiated on April 15, 2021 and concluded on April 26, 2021. The director in training was contacted by phone to initiate the inspection. A virtual inspection began at 9:30 a.m. There were 11 children present ages 9 months through 4 years old under the care and supervision of three staff. The inspector emailed the director in training a list of items required to complete the inspection. The inspector reviewed four children?s records and four staff records submitted by the facility to ensure documentation was complete. Staff changes were reported during the inspection process and an additional new staff record was reviewed.

Information gathered during the inspection determined non-compliances with applicable standards or law and violations were documented on the violation notice issued to the facility.

The Licensing Inspector has reviewed with the provider COVID-19 Essential Guidance for Child Care programs.

Violations:
Standard #: 22VAC40-185-190-A
Description: Based on observation and staff interviews, it was determined that there was not a qualified program director on site at least 50% of the time as required. Evidence: On April 15, 2021, there was no qualified director at the program. Interviews indicated that the current acting director from a related center was not available due to staffing issues at the director's primary employment location. The director in training, who does not meet the program director qualifications was acting administrator for the day and assigned to a classroom of children.

Plan of Correction: The observation visit for the administrator is scheduled for May 26th, 2021 and is the final step in completing CDA certification.

Standard #: 22VAC40-185-340-A
Description: Based on observation and interviews, it was determined that the center did not ensure the care, protection, and guidance of children in care.
Evidence:
1. The center failed to adhere to the health and safety guidelines established due to the COVID-19 pandemic of maintaining the same groups of children day-to-day and not combining classrooms to help reduce potential exposure to COVID-19. Observation of the toddler room showed hat the PreK class (ages 3 to 4 years old) and the Toddler class (15m-2 years old) were combined in the mornings until at least 9 a.m. The two combined classes included seven children with two teachers. Interviews indicated that classrooms were combined due to low enrollment and staffing issues.
2. Interviews indicated that when children arrive at the center, classrooms of entire children are taken to the front door to collect the arrivng child due to staffing issues.
3. On 4/15/2021 the director in training acknowledged being aware of the COVID-19 guidance to not combine classrooms or staff.

Plan of Correction: A new teacher was hired and classrooms are no longer combined in the morning or at nap.

We are trying to hire another teacher so that the administrator will be free to collect arrivng children alone.

Standard #: 22VAC40-185-340-D
Description: Based on review of documentation, lead teacher qualifications for the infant and toddler classrooms were not documented for at least on staff in each grouping of children. Evidence: There was no lead teacher documentation for Staff B and Staff C provided during the inspection.

Plan of Correction: We have emailed a copy of any remaining necessary paperwork to the licensing inspector along with this form.
