Technical Assistance:
The Licensing Inspector (LI) spoke with Mr. Michael Giroux, Pastor. The LI was able to view parts of the facility; and had a discussion of the program, policies, and the submitted initial application. Areas not covered during the Initial Inspection shall be marked undetermined and will be reviewed around the 2 month mark after the issuance of the conditional license, such areas would include: children files, staff files, medication, supervision, programing, a closer inspection of outdoor equipment, and nutrition. The Child Day Center (CDC) was also reminded that the following documentation is still needed in order to complete the Initial Application: the Health Inspection for the facility.

CDC has sent the Maximum Load Permit, Health Certificate for the caterer, the space calculations for the library and for the auditorium, and will correct the violation cited.

Comments:
This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.

An Initial inspection was concluded on 06/02/2021. The President of the Board was contacted by telephone to initiate the inspection. Since the program has yet to open, there were no children or staff present (except for the President). The Licensing Inspector has been in contact with the President in order to obtain the list of documents required to complete the Initial application. The Inspector reviewed (1) board officer record submitted by the facility to ensure documentation was complete.

Information gathered during the inspection determined that (1) non-compliance with an applicable standard was documented on the Violation Notice issued to the facility.

Description: Based on review, the parent involvement section of the manual is not fully developed for the parents to review.

Evidence -
1. On the date of inspection (06/02/2021), Board Officer #1 reviewed the Heights Academy Preschool - Policies and Procedures Manual 2021 - 2022 with the Licensing Inspection (LI). While this section listed the areas to be covered and acknowledge that such information should be given to the parents in writing prior to their child's attendance, no great detail pertaining to each was offered.
2. This section includes those topics covered by standard 22VAC40-185-(6)-420.A (parts 1 through 14).

Plan of Correction: This part of the handbook shall be detailed for each topic and ready by the opening of summer camp.
