63.2 Child Abuse & Neglect

Comments:
This inspection was conducted by licensing staff using and alternate remote protocol, including telephone contacts, documents review, interviews and a virtual tour of the program.

A monitoring inspection was initiated on October 5, 2021 and concluded on October 19, 2021. The provider was contacted by telephone and a virtual inspection was conducted. There were 16 children present directly supervised by 5 staff. The inspector reviewed compliance in the areas of administration, physical plant, staffing and supervision, programming, special care and emergencies and nutrition. The children were observed during outdoor play. The inspector reviewed on two children records and 4 staff records.

Information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the program.

New requirements became effective on October 13, 2021. The facility has not yet fully complied with the following requirement(s):
-within 30 days of first day of employment, staff must complete orientation training in first aid and cardiopulmonary resuscitation (CPR), as appropriate to the age of the children in care.

The Program Director is to review the new requirements and work with their assigned inspector to ensure future compliance.

Description: Based on staff records, the center did not obtain for staff name, address and telephone number of a person to be notified in an emergency which shall be kept at the center.
Evidence:
1. Staff #3 (date of employment 9/25/2021) did not have documentation of name, address and telephone number of a person to be notified in an emergency available for review during the inspection.

Plan of Correction: Staff will hand in forms

Standard #: 22VAC40-185-210-A
Description: Based on staff records, the center did not obtain documentation of program leaders have fulfilled a high school program completion or the equivalent.
Evidence:
1. Staff #1 (date of employment 8/18/2021) did not have documentation of program leaders have fulfilled a high school program completion or the equivalent in record available for review during the inspection.

Standard #: 22VAC40-185-240-A
Description: Based on staff records review, the center did not obtain documentation of staff training for recognizing child abuse and neglect and the legal requirements for reporting suspected child abuse as required by 63.2-1509 of the Code of Virginia.
Evidence:
1. Staff #2 (date of employment 8/16/2021) did not have documentation of training for recognizing child abuse and neglect and the legal requirements for reporting suspected child abuse in record available fore review during the inspection.
2. Staff #3 (date of employment 9/25/2021) did not have documentation of training for recognizing child abuse and neglect and the legal requirements for reporting suspected child abuse in record available fore review during the inspection.
