Technical Assistance:
Discussed standard 8VAC20-780-60-A-5 with center management- children's records shall contain the name, address, and phone number of two designated people to call in an emergency if a parent cannot be reached- emergency contacts cannot be parents.

HB1823 adds ? 22.1-289.058 to the Code of Virginia. This bill requires all licensed child day programs and religiously exempt child day centers, certified preschools, family day system homes and certain other programs that serve preschool-age children operating in a building built before 2015 to be equipped with at least one carbon monoxide detector. The center reported installing a carbon monoxide detector on 10/26/21.

The final regulation to amend Standards for Licensed Child Day Centers (22VAC40-185, now 8VAC20-780) to address federal health and safety requirements became effective October 13, 2021. The final regulation can be found at: https://www.doe.virginia.gov/cc/files/final-8vac20-780.pdf

Comments:
This inspection was conducted by licensing staff using an alternate remote protocol, including telephone contact, documentation review, interview, and a virtual tour of the program.

A monitoring inspection was initiated on 10/26/21 and concluded on 10/28/21. The assistant director was contacted by telephone and a virtual inspection was conducted. There were 51 children present, ranging in age from six-months to five-years-old, with 10 staff supervising. The inspector reviewed compliance in the areas of administration, staffing and supervision, programming, medication, special care and emergencies, and nutrition. A total of two child records and three staff records were reviewed. Information gathered during the inspection determined non-compliance with applicable standards or law and a violation was documented on the violation notice issued to the program.

Standard #: 22VAC40-185-80-A
Description: Based on review of documentation and interview with the provider, the center did not maintain an accurate record of children in attendance. Evidence: During the virtual inspection there were three children present in the infant classroom, but only two children were documented on the attendance record; in the two-year-old classroom there were ten children present but 12 were documented on the attendance record.

Plan of Correction: We will remind all of the teachers that the attendance record should always be updated as children arrive and leave.
