22.1 Early Childhood Care and Education

This inspection was conducted by licensing staff using an alternate remote protocol, including telephone contacts, document review and a virtual tour of the program.

A renewal inspection was initiated on 11/15/2021 and concluded on 12/20/2021. The provider was contacted by telephone and a virtual inspection was conducted. There were 48 children, ages 5 years-12 years, and 8 staff members present during the inspection. The inspector reviewed compliance in the areas of administration, staff qualifications and trainings, staffing and supervision, programs, emergencies and nutrition. A total of 3 children?s records, 3 staff records and 6 board officer/agent records were reviewed.

New requirements became effective on October 13, 2021. The facility has not yet complied with the following requirement(s):
? 8VAC20-780-40-K The center shall develop written procedures for prevention of shaken baby syndrome or abusive head trauma, including coping with crying babies, safe sleeping practices, and sudden infant death syndrome awareness.

The facility is to review the new requirements and work with their assigned inspector to ensure future compliance

Information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the provider.

Standard #: 22.1-289.035-A
Description: Based on record review and discussion with staff, the center failed to ensure that no person shall be hired for compensated employment prior to the facility obtaining an employment eligibility letter upon the completion of a fingerprint background check as required by the Code of Virginia.

Evidence: The record for Staff 3 contained a documented hire date of 11/10/2021; the eligibility letter was dated 11/12/2021.

Plan of Correction: Will not do paperwork until fingerprints are received.

Standard #: 8VAC20-770-60-B
Description: Based on record review and discussion with staff, the center failed to ensure that a person must not be employed until the agency has the person?s completed sworn statement or affirmation.

Evidence: The record for Staff 2 contained a documented hire date of 03/04/2020; the sworn statement was dated 03/17/2020.

Plan of Correction: Will do all paperwork prior to hire.

Standard #: 8VAC20-780-70
Description: Based on record review and discussion, the center failed to ensure that staff records contain all of the elements as required by the standards.

Evidence: The record for Staff 1 did not contain documentation that two or more references as to character and reputation as well as competency were checked before employment; and health information as required by 8VAC20-780-160. The documented date of hire for Staff 1 was 09/13/2021.

Plan of Correction: Will get the missing information.
