22.1 Early Childhood Care and Education

Technical Assistance:
On October 13, 2021, the VDOE shared newly effective Standards for Licensed Child Day Centers. There is a 90-day implementation period for the new requirements, which will end on January 12, 2022.

Comments:
This inspection was conducted by licensing staff using an alternate remote protocol, including telephone contacts, documents review and a virtual tour of the program.
A renewal inspection was initiated on 11/10/2021 and concluded on 11/10/2021. The director was contacted by telephone and a virtual inspection was conducted. There were 35 children present, with 10 staff supervising. The inspector reviewed compliance in the areas of administration, physical plant, staffing and supervision, programming, medication, special care and emergencies and nutrition. A total of 3 child records and 3 staff records were reviewed.
Information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the program.

Standard #: 22.1-289.035-B-4
Description: Based on staff record review, there was no documentation on file that Child Abuse and Neglect checks were initiated for employees that have resided outside the state of Virginia within the last 5 years.

Evidence:
Staff #1 (DOH: 06/21/2021) and #2 (DOH:08/24/2021) have resided outside the state of Virginia within the last 5 years, their records did not have documentation that out-of-state child abuse and neglect results were obtained.

Plan of Correction: Staff #1 and Staff #2 out of state child abuse and neglect results were completed and obtained.

Standard #: 8VAC20-780-60-A
Description: Based on record review, children's records did not all contain required information.

Evidence:
Child #1's record is missing the address for 1 of 2 emergency contacts.
Child #2's record is missing the address for 1 of 2 emergency contacts.

Plan of Correction: Child #1 and Child #2 record has been updated to include addresses for emergency contacts.
