Technical Assistance:
Technical assistance was provided regarding safe sleep practices for infants. According to the American Academy of Pediatrics "the safest place for an infant to sleep is a crib, bassinet or play yard that conforms to the safety standards of the Consumer Product Safety Commission (CPSC)." In addition, the American Academy of Pediatrics advises "babies should not routinely sleep in car seats, strollers, swings, infant carriers, and infant slings. Some of these products keep the baby in a position where their breathing could be compromised while sleeping."

Comments:
A complaint investigation was initiated on 12/29/2021 and concluded on 1/11/2022. The complaint consisted of allegations regarding infant care and supervision. Based on staff interviews and observations in the Infant A room a preponderance of evidence supports the allegations regarding staff/child ratios and infant care. Therefore, the complaint is determined to be valid. Areas of non-compliance are identified in the Violation Notice.

Violations:
Standard #: 8VAC20-780-340-A
Complaint related: Yes
Description: Based on staff interviews, the center did not ensure when staff are supervising children, they always ensure their care, protection, and guidance.

Evidence: Interviews revealed that infants are regularly put to sleep in a swing or a reclined bouncer and not in a crib in the Infant A room. Staff #1 stated that infants are "only in swings if they're napping" and advised when it is time for them to go down for their nap they are placed in the swings or reclined bouncers. Staff #1 stated that the infants "don't sleep well in the cribs and they sleep better in the swings". Staff #1 further stated the staff is "too short to get the babies in the crib". Staff #1 stated they were provided a step stool but they didn't feel comfortable using it to aid them in getting the infants into the crib as it would make the staff feel unsteady.

Plan of Correction: -Staff will do a safe sleep training via CCEI - HLTH770 and HLTH707 both on SIDS
-Maintenance request has been sent to raise crib mattress
-Will assist in lifting and laying children in cribs to nap in the meantime
-If infants fall asleep in swing or bouncy to be then placed in cribs asap

Description: Based on observation, the center has not ensured staff-to-children ratios are maintained for children from birth to 16 months.

Evidence: A ratio waiver request was granted on 12/3/2021 increasing the ratio in the infant room from 1 staff to 4 children to 1 staff to 5 children. On 1/11/2022, there were 6 children observed in the infant room with 1 staff from 7:49am to 7:59am. At 7:59am, a parent arrived and brought in another infant, making 7 infants with 1 staff. While the parent was getting the infant settled into the room a second staff member came in bringing the classroom into ratio at that time.

Plan of Correction: -Our ratios are maintained regularly
-Staff member called and teacher was sent to class room
-Management will monitor more closely to prevent moving forward
