22.1 Early Childhood Care and Education

Technical Assistance:
The Virginia Department of Education (VDOE) assumed oversight of child care licensing and
monitoring on July 1, 2021. All associated regulations and codes have transferred over from the
Virginia Department of Social Services. Guidance, resources and training links can be found on the new website childcareva.com.
The violations listed below reflect the new VDOE codes and standards.

Comments:
An unannounced Renewal inspection was conducted on 01/18/2022. A total of 31 children with 5 staff were onsite. Observation of classrooms, staff interviews, and records were reviewed. Required staff certifications verified. Bulletin boards in the classroom reflected current programming and coincided with the lesson plans. The children were observed finishing morning snack in one classroom and transitioning to diapering needs afterwards. In the PreK classroom, the children were gathered on the carpet area engaged in a sing long activity with the lead teacher and assistant. A total of 5 children's records and 7 staff records were reviewed. Some violations were found today. Thank you for your cooperation during this inspection. Standard #: 22.1-289.036-A
Description: Based on staff record review, background checks were not obtained as required..Sworn Statements are required on the day of hire. Central Registry result is required within 30 days of hire.
Evidence:
1. Staff #4 had a documented hire date of 9/9/19. The Sworn Statement provided was dated 9/13/19. The Central Registry result provided was dated 12/11/19. Sworn Statements are required on the day of hire. Central Registry result is required within 30 days of hire.

2. Staff #5 has a documented hire date of 5/31/21. The Central Registry result provided was dated 8/15/21.

3. No documentation of follow up of status of the Central Registry requests within 30 days was provided.

Plan of Correction: Sworn Disclosure Statements will be obtained on the first day of employment during the Orientation process.
CPS background checks will be mailed promptly upon hire. The manager will contact the CPS- OBI office to inquire as to the status of the background if not received in the 30-day period. All notes will be maintained as to the status of the background check in the event there is a delay in getting the results.

Standard #: 8VAC20-780-70
Description: Based on staff record review, documentation to demonstrate that the individual possesses the education and certification required by the job position was not maintained.
Evidence:
Staff #1, #3 and #4 are in lead teacher positions. The documentation of education/certification provided was insufficient to determine that the staff qualify for their lead teacher positions.

Plan of Correction: Principal will ensure that all leads have the following documentation:
24 Hours of training related to:
Care of children including child development Playground Safety
Health and Safety
Prevention of Child Abuse and Neglect
All trainings will be documented and logged with the training summary attached to the certification of completion and verified by the Principal

Description: Based on observation of the center, hazardous substances were not kept in a locked place.
Evidence:
Bleach was found in an unlocked cabinet in the Beginners classroom

Plan of Correction: The bleach was removed and placed in a different cabinet with a working lock.

Plan of Correction: All teachers and staff were retrained on proper storage of hazardous substances including bleach on
1-26-22. Management team will check on cabinets often to ensure that cabinets are being locked.

Standard #: 8VAC20-780-500-B
Description: Based on observation and staff statements, the diapering area in the Beginner's Classroom does not allow adequate sight of all children. A changing table or countertop designated for changing was not found.
Evidence:
1. The Beginner's Classroom provides care for children under the age of 3 years. Licensing Inspector observed Staff #1 using a changing mat directly on the bathroom floor to change children's diapers.
2. While Staff #1 was changing diapers, Staff #2 was observed repeatedly leaning into the bathroom at the bathroom threshold to communicate with Staff #1, leaving children out of sight inside the classroom.

Plan of Correction: 1. Diaper changing table was purchased on 1-18-22 and has been installed to provide and elevated surface for diaper changes.
2. All staff will be re-trained by 2-21-21 on supervision in the classroom when diapers are being changed to ensure that children are not left out of sight during this process.

Standard #: 8VAC20-780-560-L
Description: Based on observation of the Beginner's Classroom, staff did not sit with the children during meal time.
Evidence:
During the morning snack in the Beginner's Class, staff were observed walking around the classroom and were not sitting with the children while they were eating.

Plan of Correction: Staff were retrained on mealtime best practice on 1-26-22. At least one of the teachers in the room will sit with the children during meal time.
