Discussion of the new regulations that went into effect on 10/13/2022.

Discussion of mask guidelines issued by the CDC:

For children: masks are strongly recommended for children ages 2 and older when indoors, including while on transportation, regardless of vaccination status.

Face masks should NOT be put on babies and children under age two because of the danger of suffocation. Face masks are NOT recommended for any child who is eating, drinking, sleeping, has trouble breathing, or is unable to remove the cover without assistance.

Comments:
A monitoring inspection was conducted by licensing staff using an alternate remote protocol, including telephone contacts, documents review, interviews, and a virtual tour of the program.

This inspection was initiated and concluded on 02/09/2022. The Director was contacted and a virtual inspection was conducted. There were 91 children present, ranging from infants to preschoolers in age, with 18 staff supervising in 9 rooms. The inspector reviewed compliance in the areas of administration; physical plant; staffing and supervision; programming; medication; special care and emergencies; and nutrition. A total of 5 children records, and 5 staff records were reviewed.

Information gathered during the inspection determined that there were (2) non-compliances with the applicable standards, code, and/or law. These violations were documented on the Violation Notice issued to the program.

Violations:
Standard #: 22.1-289.058
Description: The center confirmed that a carbon monoxide detector was not installed within the building.

Evidence -
1. The building was built prior to 2015.
2. The center currently provides care for children who are preschool-age.
3. During an interview conducted on the date of inspection (02/09/2022) the Director stated that she could not know if a carbon monoxide detector was on site. After the inspection, the Director contacted the Licensing Inspector and confirmed that there was not a carbon monoxide on site.

Plan of Correction: A carbon monoxide detector will be purchased and installed on site.

Standard #: 8VAC20-780-160-C
Description: Based on review, 1 of 5 staff files indicated that it has been more than two years from the date of the TB documentation on file.

Evidence -
1. On the date of inspection (02/09/2022), the most recent TB documentation on file for Staff #3 was dated - 02/08/2020.
2. This was confirmed on the date of inspection by the Center Director.

Plan of Correction: Staff #3 will be sent to obtain updated TB documentation.
