Comments:
This inspection was conducted by licensing staff using an alternate remote protocol, including telephone contacts, documents review, interviews and a virtual tour of the program.

A complaint inspection was conducted on 01/28/2022, 01/31/2022, 02/03/2022, 02/04/2022, and 02/07/2022. A complaint was received by the department on 01/10/2022 regarding allegations in the areas of Supervision and Special Care Provisions. On 01/28/2022, the center was contacted by telephone to initiate the virtual investigation. On this date there were 13 children present and in the care of 3 staff members. Five staff members were interviewed and the records for one child and one staff were reviewed.

The preponderance of the evidence gathered during the investigation did not support the allegations and the complaint disposition was, therefore, "not valid." One non-complaint related violation was documented on the violation notice issued to the program.

Violations:
Standard #: 8VAC20-780-340-D
Complaint related: No
Description: Based on observation and confirmation with staff, in one classroom a staff member was supervising children by herself and she did not meet the qualifications to be a program leader.

Evidence:
1. Staff #5 was supervising four children in Classroom A all by herself and she did not meet the qualifications to be a program lead.
2. Staff #2 confirmed that the job title for Staff #5 was an assistant and that she did not meet program lead qualifications.

Plan of Correction: Staff understands that a qualified program lead must be present in each grouping of children except for the first and last hours of operation and during the rest period, as long as certain stipulations are met.
