Comments:
An announced initial inspection was conducted today from 12:00pm-1:00pm. There were no children in care and the center is not yet operational. The physical plant, 4 staff records, sample children?s records, emergency supplies, and policies were inspected. There was an assortment of age appropriate materials for the children in care. The center was clean and organized. Areas of non-compliance are identified in the Violation Notice.

Violations:
Standard #: 8VAC20-780-245-L
Description: Based on record review and provider statement, there was not a staff member on duty who has obtained within the last three years instruction in performing the daily health observation of children.
Evidence:
There was no documentation that any employed staff has completed an approved Daily Health Observation course.

Plan of Correction: We will attend online Daily Health Observation course next Wednesday. We will have 2 teachers to be qualified performing the daily health observation of children, especially for children with emergency medications.

Standard #: 8VAC20-780-280-B
Description: Based on record review, hazardous substances were not kept in a locked place using a safe locking method that prevents access by children.
Evidence:
Cleaning supplies and paint were observed in an unlocked closet in a bathroom used by children and in a hallway closet.

Plan of Correction: We bought 2 locks to use as safe locking method that prevents access by children.

Standard #: 8VAC20-780-440-A
Description: Based on observation, the center did not have cots, rest mats or beds to be used by children during designated rest periods.
Evidence:
On the date of inspection, the center did not have any cots, beds, or mats available for the inspector to review.

Plan of Correction: We bought 12 cots from Amazon.

Standard #: 8VAC20-780-500-B
Description: Based on observation, the center did not have a leakproof or plastic-lined storage system that is either foot-operated or used in such a way that neither the staff member's hand nor the soiled diaper touches an exterior surface of the storage system during disposal.
Evidence:
The soiled diaper receptacle observed on the date of inspection was an open topped waste basket.

Plan of Correction: We bought 4 foot-operated storage systems.
