22.1 Early Childhood Care and Education

Technical Assistance:
The Virginia Department of Education (VDOE) assumed oversight of child care licensing and monitoring on July 1, 2021. All associated regulations and codes have transferred over from the Virginia Department of Social Services.

Comments:
A renewal study was conducted on-site. 6 classrooms were in operation with direct care staff in ratio for supervision. Observed infant care, transition to rest time and handwashing. Records, emergency preparation, nutrition (Lunch served today was shepherd's pie, peas, bananas and milk), medication authorizations and storage as well as trainings for staff (MAT. Daily Health, First Aid and CPR and annual hours). The information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the program. Standard #: 8VAC20-770-40-D-1-b
Description: Based on record review, a backgroound check was not completed within the required time frame.
Evidence:
Staff #1's Sworn Disclosure Statement was signed 12/27/2021 and the hire date was 12/13/2021.

Plan of Correction: All staff will complete a SDS prior to employment.

Standard #: 8VAC20-780-160-A-1
Description: Based on record review, a newly hired staff member did not have TB documentation at the time of employment.
Evidence:
Staff was hired 12/13/2021 and her TB documentation was dated 12/23/2021.

Plan of Correction: Moving forward all staff will complete TB documentation by the first day of employment.

Standard #: 8VAC20-780-210-A
Description: Based on record review and staff statement, 2 classrooms did not have lead qualified staff.
Evidence:
Teachers in the infant classroom and the Toddler 1 classroom did not have staff that meet lead teacher qualifications.
Evidence:

Plan of Correction: A teacher was moved into the toddler classroom that meets qualifications and the teacher in the infant classroom has taken additional training hours to meet the qualifications.

Standard #: 8VAC20-780-510-G
Description: Based on observation, a medication was not labeled with required information.
Evidence:
A daily medication syringe that is premade at home was not labeled with all required information as the prescription label was not available.

Plan of Correction: Parents have been notified and will bring in the prescription label with the information.

Standard #: 8VAC20-780-520-C
Description: Based on observation, 2 over the counter diaper ointments were not labeled with a child's name.
Evidence:
2 creams were missing identifying information.

Plan of Correction: The teacher labeled the OTC creams during the inspection.
