22.1 Early Childhood Care and Education

The Virginia Department of Education (VDOE) assumed oversight of child care licensing and monitoring on July 1, 2021. All associated regulations and codes have transferred over from the Virginia Department of Social Services.

An unannounced monitoring inspection was conducted. Four areas were open with direct care staff in ratio. Observed infant care, toddlers eating lunch, two's and the three/fours class working on programming as well as transition to hand washing and prep for lunch. Reviewed an emergency medication and child's record as well as three new staff records, emergency preparation and physical plant. Information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the program. Staff #1 and Staff #2 were hired after the change in regulations (10/13/20210) but did not receive the additional orientation on shaken baby, abusive head trauma and consistency of care training when the staff completed the training on 1/10/2022.Plan of Correction: The additional components of the orientation training were added to the orientation checklist and signed off on 2/9/2022.
