22.1 Early Childhood Care and Education

Technical Assistance:
Consultation was given on model forms, subsidy participation, DOE mask guidance and DOE's "childcareva.com" website. Discussed tummy time documentation, attendance (as long as it can be printed out it can be electronic), moving some cribs out of Infant B classroom to allow for more space to crawl and walk, storage of hazardous materials and food from home.

The Virginia Department of Education (VDOE) assumed oversight of child care licensing and monitoring on July 1, 2021. All associated regulations and codes have transferred over from the Virginia Department of Social Services.

Comments:
An unannounced renewal study was conducted for the program coming off of a conditional license. 6 classrooms were open with direct care staff in ratio for supervision. Observed infant care, diapering, transition to the outside playground, food from home (labeled and dated) as well as reviewed staff and children records, emergency preparation and trainings. Information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the program. Standard #: 8VAC20-780-60-A
Description: Based on record review and staff statement, a child's record was incomplete.
Evidence:
Child #1's record was missing parent information (name, address, work information), 2 emergency contact people with addresses and phone numbers, authorized pick up people, an allergy care plan, written agreement and emergency authorization.

Plan of Correction: Parents will be notified and asked to bring in the remaining paperwork.

Standard #: 8VAC20-780-210-A
Description: Based on staff statement and record review documentation that staff meets program lead qualifications has not been completed.
Evidence:
Staff has taken additional training hours within the first 30 days of being a lead teacher but it has not been broken down and documented to verify hours.

Plan of Correction: A new training log will be completed for staff #1 to verify hours to meet lead qualifications.

Standard #: 8VAC20-780-240-B
Description: Based on record review, the orientation for staff #1 was incomplete.
Evidence:
Staff #1 had an incomplete orientation dated 11/2021. The orientation documentation did not include abusive head trauma, SIDS and safe sleep, medication policies, consistency of care. emergency preparedness and prevention and control of disease.

Plan of Correction: The state orientation form will be used moving forward and staff #1's orientation will be completed with all required information.

Standard #: 8VAC20-780-280-B
Description: Based on observation, the center failed to ensure that hazardous substances such as cleaning materials, insecticides, and pesticides shall be kept in a locked place using a safe locking method that prevents access by children.
Evidence:
Cleaning materials, sanitizer mixtures and air freshener were stored either above the microwave or on high open cabinets and were unlocked in multiple classrooms.

Plan of Correction: All materials will be locked up in the classrooms with the exception of the infant rooms as allowed by the regulations.

Standard #: 8VAC20-780-370-5
Description: Based on record review, infants receiving 30 minutes of tummy time is not verifiable.
Evidence:
The child's record just states "30 minutes of tummy time" and does not give specific times throughout the day for the Inspector to verify.

Plan of Correction: The teachers will be specific when documenting tummy time to ensure 30 minutes is completed each day.

Standard #: 8VAC20-780-550-P
Description: Based on record review, 1 of 1 injury report is incomplete.
Evidence:
The record was not completed for "any future action to prevent reoccurrence"

Plan of Correction: Injury plans will be completed in their entirety.
