22.1 Early Childhood Care and Education

Comments:
This inspection was conducted by licensing staff using an alternate remote protocol, including telephone contacts, documents review, interviews and a virtual tour of the program.

A monitoring inspection was initiated on March 15, 2022 and concluded on March 17, 2022. The director was contacted by telephone and a virtual inspection was conducted. There were 14 children present, ranging in ages from 3 years to 5 years, with 4 staff supervising. The inspector reviewed compliance in the areas of administration, staffing and supervision, programming, medication, special care and emergencies and nutrition. A total of 3 child records and 3 staff records were reviewed.

Information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the program.

Please complete the ?plan of correction? and ?date to be corrected? for each violation cited on the violation notice and return it to me within 5 business days from today. Please specify how the deficient practice will be or has been corrected. Your plan of correction should contain: 1) steps to correct the noncompliance with the standard(s), 2) measures to prevent the noncompliance from occurring again; and 3) person(s) responsible for implementing each step and/or monitoring any preventative measures. Please do not use staff names; list staff by positions only.

Violations:
Standard #: 22.1-289.035-A
Description: Based on a review of staff records, the center failed to obtain central registry search results every five years for all employees.
Evidence: The record of staff #1 (hired on 12/01/08) did not contain documentation of a repeat central registry check. The last central registry in staff #1's file is dated 2/28/17.

Plan of Correction: New central registry application sent in, waiting on results. HR will make sure to get updated paperwork 2 weeks sooner to prevent delay. HR responsible for completing task.

Standard #: 8VAC20-780-60-A
Description: Based on a review of children's records, the center failed to ensure that each child's record contained the required information.
Evidence: The record of Child #1 did not contain documentation of a second person to call in an emergency.

Plan of Correction: Case manager had a family member added to emergency documentation. All applications will be double checked for compliance. Case manager re-training on information to be completed by case managers and authorizing managers.
