22.1 Early Childhood Care and Education

Technical Assistance:
The Virginia Department of Education (VDOE) assumed oversight of child care licensing and monitoring on July 1, 2021. All associated regulations and codes have transferred over from the Virginia Department of Social Services. The violations listed below reflect the new VDOE codes and standards.
Discussed with Director: New regulations, Carbon Monoxide monitors, Background search requirements, new policies and procedures as part of orientation training. PowerPoint presentation of the regulation changes was sent via email to the Director.

An in-person monitoring inspection was conducted today in the Seeds building.
All rooms were in ratio during the inspection. 2 staff and 3 child records were reviewed, See Violation notice for non-compliance. Children were observed playing with a variety toys, dancing with music and scarves, and during diapering.

Description: Based on the Director's statement, there is no carbon monoxide detector in a building that was built prior to 2015 that houses a day care.
The Director and facility manager, stated there is no carbon monoxide detector in the "Seeds" building.

Plan of Correction: A detector has been purchased and installed at the center.

Standard #: 8VAC20-780-60-A
Description: Based on a review of records, child records do not contain all required information.
3 child records were reviewed. Missing information includes:
* 2 of 3 records did not include a parent's work information. The current form in use by the facility does not provide spaces for all required information. (Children #1, 2).
*1 of 3 records did not include a complete allergy action plan for a documented food allergy. There is no instructions for the child's reaction of "itching".(Child 2)

Plan of Correction: *Families missing work information have been provided an enrollment form to complete.
*Allergy Action plan has been provided to the family for the doctor to complete based on the needs of the child.

Standard #: 8VAC20-780-500-B
Description: Based on direct observation, a disposable diaper was not disposed of in a foot operated container or a container used in such a way that the staff member's hand nor the soiled diaper touch the exterior surface.
A staff member was observed disposing of a diaper in a container outside of the classroom door, using her hand to open the container to place the diaper inside the receptacle. (Hippo's room)

Plan of Correction: Teacher was coached/corrected during the inspection.

Standard #: 8VAC20-780-550-E
Description: Based on a review of documentation, Shelter-in-place procedures were not practiced at a minimum of twice per year.
No Shelter-in-place drills were practiced for the year 2021.

Plan of Correction: 1/2022 - Shelter-in-place drill was completed. A second drill will be completed by 8/2022
