This inspection was conducted by licensing staff using an alternate remote protocol, including telephone contacts, documents review, interviews and a virtual tour of the program.
A monitoring inspection was conducted on March 31, 2022. There were 21 children present, ranging in age from 8 months to 6 years and in the care of four staff members. The inspector reviewed compliance in the areas of administration, physical plant, staff qualifications, staffing and supervision, programming, special services, medications, special care provisions and emergencies. A total of 3 children's records and 3 staff records were reviewed.
Information gathered during the inspection determined a non-compliance with applicable standards or law and the violation was documented on the violation notice issued to the program.

Standard #: 22.1-289.035-B-4 Description: Based on the review of three staff records and confirmation from the director, the center failed to obtain all of the required out-of-state background checks for one staff member who had lived outside of Virginia within the last five years.
Evidence:
1. Staff Member #1 had lived in two states outside of Virginia within the last five years. Her date of hire was 02/01/2022. There was no criminal history record information check in her record for the state of Texas which needs to be completed before the date of hire.
2. Staff had not requested searches of the child abuse and neglect registry for the state of Texas and the state of Colorado, which must be requested within 30 days of hire and obtained within 45 days from the date of the request.
3. The staff reported that they thought they only needed to obtain sex offender searches from outside of Virginia and they confirmed these checks had not been obtained.Plan of Correction: The three searches were all requested on the date of the inspection. If they have not heard back within 45 days for the child abuse and neglect searches, they will follow-up with the state to ask and document the status.
