Comments:
The Licensing Inspector conducted an unannounced investigation on 04/20/2022, and a follow up was conducted on 04/29/2022 and 5/3/2022, in response to a complaint that was received by the licensing office on 04/11/2022, regarding behavioral guidance. Based on staff interviews, records reviewed, and observations made, the preponderance of evidence gathered during this investigation supports the allegations. Standard #: 8VAC20-780-400-A
Complaint related: Yes
Description: Based on interviews and the center's video recording, staff failed to interact with children to provide needed help, comfort and support in order to promote the child's physical, intellectual, emotional, and social well-being and growth.

Evidence:
1. A) The center's video recording for 4/29/2022 shows 2 staff and 15 children walking down the center's stairwell.
B) Child #1 (3 years old) was observed turning around to walk back upstairs. Staff #1 was observed lifting Child #1 from behind and carrying them down the remaining stairs. Staff #1 firmly placed Child #1 at the end of the line with the rest of their classmates.
C) Child #1 was observed dropping their jacket on the floor. Staff #1 was observed picking up the jacket and tossing it onto the child's head.
D) As the class begins to walk out to the playground, Staff #1 is observed again lifting Child #1 to carry them out to the playground.
2. During an interview, Staff #1 stated that they use a stern/strict tone with children when they are defiant because "it works".

Plan of Correction: Reviewed resources that staff can use. Will have Staff #1 complete trainings to help obtain a better understanding of child development.

Description: Based on interview, a forbidden action was used.

Evidence:
Staff #1 stated during an interview that in the past, they have physically placed a child down on their cot, because they fight going to sleep. The staff member stated that the child would say "no", and cry, but the child would eventually fall asleep.

Plan of Correction: Reviewed naptime protocols with staff. Went over resources and tools to use.
