8VAC20-790 SUBSIDY REGULATIONS.

Comments:
A Subsidy Health and Safety inspection was initiated on 5/12/2022 and concluded on 5/17/2022 to review supplemental health and safety requirements. There were 24 children present with 6 staff supervising.

A licensing inspection was conducted on the same date as the SHSI supplemental inspection; the two inspections combined cover all subsidy health and safety requirements. Only subsidy requirements that are not covered in licensing standards are reviewed during this supplemental inspection.

Violations were found during the supplemental subsidy health and safety inspection requirements and are identified on the violation notice.

Violations:
Standard #: 8VAC20-790-600-B
Description: Based on a review of 5 staff records and interview, the vendor did not ensure that 4 staff completed the Virginia Preservice Training for Child Care Staff within the first 90 days of employment or vendor approval as required.

Evidence:
1. The records of staff #1 (DOH: 9/8/2021), staff #2 (DOH:6/21/2021), staff #3 (DOH:1/24/2022), and staff #4: (DOH:10/20/2021) did not contain documentation of the preservice training. The center became an approved subsidy vendor on 2/16/2022.
2. Administration acknowledged that the training was missing.

Plan of Correction: Going forward, all staff will enroll in the first available VA preservice training class.

Standard #: 8VAC20-790-600-D-1
Description: Based on a review of 5 staff records and interview, the center did not ensure that 3 staff had current certification in cardiopulmonary resuscitation (CPR) appropriate to the ages of children in care within 90 days of the date of employment or 90 days from subsidy vendor approval as required.

Evidence:
1. The records of staff #1 (DOH: 9/8/2021), staff #2: (DOH: 6/21/2021), and staff #4 (DOH:10/20/2021) did not contain documentation CPR certification. The center became a subsidy vendor on 2/16/2022.
2. Administration acknowledged that the staff were not certified.

Plan of Correction: Staff members have been enrolled for first aid and CPR June 16, 2022.

Standard #: 8VAC20-790-600-D-2
Description: Based on a review of 5 staff records and interview, the center did not ensure that 3 staff had current certification in First Aid appropriate to the ages of children in care within 90 days of the date of employment or 90 days from subsidy vendor approval as required.

Evidence:
1. The records of staff #1 (DOH: 9/8/2021), staff #2: (DOH: 6/21/2021), and staff #4 (DOH:10/20/2021) did not contain documentation of First Aid certification. The center became a subsidy vendor on 2/16/2022.
2. Administration acknowledged that the staff were not certified.

Plan of Correction: All 3 staff members are scheduled on June 16, 2022 for CPR/ First Aid classes. The manager and site coordinator were certified.
